California Contract Cities Association (CCCA) is a collection of member cities united for a common cause. Born in 1958 as the direct result of the “Lakewood Plan”, CCCA grew from eight contracting or member cities to 67 member cities today with more than ten million residents. Membership growth remains one of the main priorities of the association.

The general purpose of CCCA is to serve as a rallying point for cities contracting for municipal services so that we insure our constituents the best service at the minimum cost. Through municipal seminars, education, exchange of ideas and information, our association combines resources to influence policy decisions affecting our member cities.

  • We educate, inform and advocate for local control
  • We strive to protect local funds
  • We support and cooperate with other similarly situated local government organizations 
  • We oppose unfunded state mandates and preemption of local authority
  • We support the balancing of all modes of transportation and promote their uses at the local level
  • We support the practical greening of our cities
