President's Message

olhassoMy sincere thank you to all of you for the opportunity to represent the member cities of the California Contract Cities Association.  I will always keep in mind the responsibility and trust you have placed in me as your president.  It is truly an honor to follow in the footsteps of our past presidents who have so ably represented our association.

    The 51st Annual Seminar “The Economy:  Woe to Dough?” was an informational and educational experience that, I hope, sent you home with new ideas and new energies for work in your cities.  Thank you to Sharon and Sam Olivito and to my city staff, led by City Manager Mark Alexander for planning and executing an exceptional seminar.

    As you read this article, our officers and executive board are planning the work program for the coming year.  As always, we will be vigilant in maintaining our good relationships with our Counties Sheriff and Fire Departments and with our Boards of Supervisors.  We will be proactive in monitoring and advocating for legislation that protects local government revenues and maintains local home rule.  We will enhance our good relationships with our sister agencies such as the League of California Cities and the Independent Cities Association. 

    The economic difficulties many cities are facing provide us with the opportunity to reach out and share our positive experiences with the contracting model.  At the same time, the economic challenges lead all of us  to explore new ways to partner with the private sector to ensure the delivery of services our residents deserve. 

    Past President Lois Gaston and the members of the executive board provided a solid foundation on which we will build as we address the many issues of the future.  I am looking forward to this year and working with all of you.  I hope to have our executive board visit all our cities this year.  We will be asking for your thoughts and suggestions;  this is your association and we are working for you!

51st Annual Municipal Seminar Recap

   Our Annual Municipal Seminar is the highlight of our administrative year with quality educational sessions and the installation of our new officers for the 2010-2011 year.  This year Laura Olhasso, Council Member from La Cañada Flintridge was installed and took the reigns as President on Saturday evening May 16th while  James Bozajian, Council Member from Calabasas was sworn in as Vice President and Diane Martinez, Council Member from Paramount as our new Secretary/Treasurer.  With conference attendance down from last year and the difficult economy still  wreaking havoc on California many of our member cities elected officials, county partners, Associate Members and city representatives still made this seminar a priority by attending and participating.  

    The California Contract Cities Association (CCCA) Seminar Chair Laura Olhasso, the entire City of La Cañada Flintridge and CCCA staff worked hard to present a packed program with dynamic speakers presenting relevant materials.  We want to be sure our conference attendees have a memorable experience and receive information that can be taken back to their cities and implemented to provide excellent services to their communities and constituencies.

    On Thursday morning we kicked off the day with a shotgun start of our 43rd Annual Golf Tournament, "Laura's Links Classic".  The weather was great and the 180 golf players were ready to go.  After the tournament we all got a chance to enjoy some food and a cold drink at the reception in the Indian Wells Golf Resort.  Every player had a great time and some even played well.  Our big winners for the day were:

    Susanne Passantino and Erin Stibal won our closest to the pin competition for the women and Mark Breceda and Bill McCabe took the honors for the men.  The big hitters winning longest drive for the day were Helen Shaw and Dona Silva for the women and for the men, Jeff Cooper and Evan Archer. Great job everyone!   Congratulations to all our winners and thank you to all our participants. You helped to make this years "Laura's Links Classic" a huge success!

    Friday marked the opening of the 51st Annual Municipal Seminar and we had 47 cities register delegates and many other County partners, Associate Members, Past Presidents, LA County Firefighters, LA County Sheriffs, Vendors, partners and friends join us for this years educational seminar.  By the time Sunday morning rolled around our delegates had participated in over 9 hours of educational sessions with timely and relevant topics and speakers, had countless networking opportunities with vendors, Associate Members and colleagues, sat in on AB 1234 Ethics Training and witnessed the installation of our new officers for the 2010-2011 administrative year.  The Seminar was a success because of the gracious support of our Associate Members, Laura Olhasso and the City of La Cañada Flintridge, the Renaissance Esmeralda, all our speakers and presenters, the City of Indian Wells and you our conference participants.  Without your involvement we would not be able to offer these fine educational programs.  Don't forget to mark your calendars for next year, May 12-15, 2011.

Associate Members Program Recognition Ceremony

    With the formal inauguration of the Associate Members Program and  51st Annual Municipal Seminar taking place in May we wanted to give our Associate Members a token of our appreciation.  At the Saturday luncheon a plaque was given to all Associate Members present along with a photo taken with CCCA's 2010-2011 incoming President, Laura Olhasso from the City of La Cañada Flintridge and the then current, now immediate Past President Lois Gaston from the City of Duarte.  Frank Zerunyan, Council Member from the City of Rolling Hills Estates emceed the ceremony and Fran Mancia from MuniServices helped to present the plaques to each Associate Member.   

     Frank Zerunyan CCCA Past President 2008-2009 birthed the idea for the Associate Members Program during his presidency and enlisted the help of Fran Mancia our Associate Members Program Advisor.  Fran Mancia along with the Steering Committee of Associate Members have worked hard to create a program that benefits both the Associate Members and the Contract Cities Association Member Cities and the communities and constituencies they serve.  If you would like more information regarding the Associate Members Program please contact Tony Olivito at the CCCA staff offices.

April Board of Directors Meeting

    The April Board of Directors Meeting was held at the City of Hope Cooper Auditorium in the City of Duarte.  CCCA President Lois Gaston provided the welcome and  business as usual was handled by the Executive Board Officers of the CCCA.  Frank V. Zerunyan presided over the meeting as CCCA's most immediate Past President.  In addition to the amazing BBQ food and art exhibit by Luis Manuel Diaz there were tours given of the Arnold and Mabel Beckman Center and of the Rose & Japanese Gardens at the amazing City of hope facility.  

    In lieu of plaques and resolutions honoring Lois Gaston's year as CCCA President book donations were to be made to the Teen Center at the Duarte Library.  Over 70 books have been purchased and donated in honor of President Gaston.  However, many of Lois Gaston's colleagues and friends took the opportunity to present her with many items in addition to the books at our April Board of Directors Meeting.   This Board of Directors Meeting was the last that Lois Gaston would sit as President of the CCCA for her term 2009-2010.

Board of Directors Meeting Hosts Needed

    Every month the California Contract Cities Association Board of Directors meet to handle the business of the association, network with member cities and Associate Members and educate our membership with relevant topics and speakers.  If your city is interested in hosting a meeting please contact Sharon at our staff offices via email or by calling 562-622-5533 Ext. 1.  There are still available months to host for 2011.  

On Web Television

    OnWeb Television is a full service internet video production and new media consulting company, creating custom videos and webseries for local governments, businesses and non profit organizations to share on their websites and across the internet.

    In 2009 at the beginning of Lois Gaston's presidency we formed a partnership with OnWeb Television to provide quality coverage of our events during Ms. Gaston's presidency.   From Lois Gaston's inaugural reception and seminar to events through the year OnWeb has attended, filmed and covered many meetings, new member city spotlights, 2009 welcome message from Magic Johnson, signature gatherings, interviews with elected officials, 2009 Energy Summit and finally our 2010 51st Annual Municipal Seminar in Indian Wells.  Their professionalism and expertise show in the production and quality of the videos they have created for the Contract Cities.   If you are interested in finding out more about OnWeb Television you can find them on the web here.
