Memorial Services for William A. Holt
The California Contract Cities Association is saddened to announce the passing of a dear friend, William Holt. A memorial service is planned for Saturday, June 27th at 11AM at the CJPIA offices.

Bill began his public management career as an Administrative Assistant in La Habra in 1966. In 1968 Bill joined the Santa Fe Springs management team as the Assistant to the City Manager, and in 1969 he was elevated to Assistant City Manager. Bill left California in 1971 to serve as an Environmental Program Officer for an Oklahoma Association of Governments. He returned to the Golden State in 1973 to take a Program Development Manager post in Garden Grove, and later that same year he was appointed to the Garden Grove Controller position. Bill joined the private sector for a brief stint in 1975, but returned to the public sector in 1977 when he was appointed Director of Finance in Colton. In 1978 Bill took the Assistant City Administration job in La Mirada, and in 1978 he was selected to serve as the Paramount City Manager where he served for some fourteen years.
In 1994 Bill was recruited to serve as the Executive Director of the Southern California Joint Powers Insurance Authority. He served as the Authority’s City Managers Committee chairman for many years while he was with the City of Paramount. During his tenure at the Authority, Bill was instrumental in creating the Contract Cities Liability Trust Fund Oversight Committee that provides the contract cities with an additional voice in the handling of claims brought against the County for services rendered to the contracting cities.
He retired from the Authority, which is now the California Joint Powers Insurance Authority, in 2002. In retirement, Bill remained active providing local prosecutor services for a number of cities.
Bill received his BA from California State University, Long Beach and a JD from Southwestern University. He earned a 30-year ICMA Service Award in 1998.
